The last time 7-year-old Megan Kanka was seen alive was on July 29, 1994. She was talking to a man across the street from her home in Mercer County, New Jersey. The next day, her body was found in a park about three miles away.
She was killed by her neighbor, a convicted sex offender who lured the girl into his house with the promise of seeing a new puppy. The 33-year-old man then raped her and strangled her to death.
Just days after her death, Megan’s Law was proposed. It was signed into law just three months later, on October 31, 1994.
Megan’s Law is a federal law that governs the release of registered sex offender information to the public. Under current laws, you can locate and review the information of all registered sex offenders online. The online registry provides the sex offenders’ names, addresses, and photos, along with other identifying information. The public can identify where potential criminals live, allowing them to avoid living in those areas.
In Megan Kanka’s situation, knowing this information could have saved her life. The man who lived across the street and killed her was a convicted sex offender. In addition, two men who lived in the house with him had also been convicted of sex crimes against children.
Megan’s Law Controversy
With any law, there is bound to be controversy, and Megan’s Law is no exception. They claim the law labels people as dangerous who pose little danger to society. They say there is very little evidence that it has done any good.

However, studies show that the law has no impact in dissuading individuals from committing or repeating sex crimes.
